This object is of course a very good candidate for another FU Ori-type
variable in outburst. Use OT_J205126.2+440524 for reporting observations.

I've just received the following information from Prof. Albert
Zijlstra (Manchester Uni) about another new transient in Cygnus. It
was discovered by K. Itagaki, Yamagata, Japan on Aug. 23.745 UT. A
confirming image was taken with a 0.60-m reflector on Aug. 23.778 when
its unfiltered magnitude was about 13.8 and gives the position as R.A.
= 20h51m26s.19, Decl. = +44d05'23".6 (equinox 2000.0). This is very
close to V1704 Cyg which is at mag about 16.5 on Itagaki's image which
can be found at http://www.k-itagaki.jp/images/p.jpg with the new
variable marked.
Indications are of a highly reddened star which has had
eruptions/brightenings in the past. Albert adds that it may be another
FU Orionis type object, or an LBV, but we really don't know what it
is. It would be of interest to have follow up observations although
we have no idea whether there would be short term fluctuations or only
long term ones.
