Congratulations to CRTS team on discovering this outburst! This
variable was found by Kirill Sokolovsky and myself from USNO-B1.0
magnitudes (R2=18.96, I=15.16) back in April 2011 when we were doing
the extended search for the CVs in the 30" circles around faint ROSAT
sources. It is 25.5" away from 1RXS coordinates with the nominal error
radius of 12". Then it has somehow escaped the publication in my
article "New CVs from USNO-B1.0: Stars with Outbursts on IR Palomar
Plates" (arxiv:1108.5122). Checking my notes now I see I was looking
at this variable again on Sep. 1st. It was in outburst on 1999 Dec. 12
infrared DSS plate and in quiescence on 17 other Palomar plates. Also
worth of note is the blue color in both USNO catalogs:

catalogue (observed on 2004 Jan. 21):
