There is an outburst in NSVS data on January 21, 2000:

The quiescent magnitude (14.95 ROTSE-I magnitudes) in NSVS is for the blend
of 2MASS J23272649+0856134 (at 23 27 26.50 +08 56 13.5, V= 15.75, B-V= 1.46,
J-K= 0.85) and 2MASS J23272869+0855561 (at 23 27 28.70 +08 55 56.3, V= 16.1;
J-K= 0.67) that lie 29 and 36" away from the reported position (everything
less than 50" or so apart is blended in NSVS data).
The maximum magnitude would be 13.6 ROTSE-I subtracting the light from the
other two stars.
There is a star very close to the reported position:
GSC2.3 N06T017416 at 23 27 27.18 +08 55 39.0 (J2000.0) with Bj= 21.94. Not
in the USNO catalogues. This is very likely the counterpart of the new CV.
