Almost simultaneous detection by ASAS-SN (Shappee et al., 2014; Kochanek et
al., 2017) and ZTF (Masci et al., 2019).

Position: 19 23 16.00 +52 26 10.6 (from ZTF), in the north-western wing of
Cygnus, 18.5' to the south from V1113 Cyg.

Quoting ZTF: "The transient is possibly associated with an r=23.85 mag
uncertain found in the PS1 catalogue."

Outburst amplitude about 8 magnitudes implies a good WZ Sge-type candidate.
