We report the discovery of an optical transient near M31 using   unfiltered
CCD images taken on October 11.15 UT (about 16.7 mag) and   October 12.12
(about 16.2 mag) using the 0.45m ROTSE-IIIb telescope at   the McDonald
Observatory. The object is located at RA = 00h44m20.7s   DEC = +41o23'11"
(J2000), which is 18' 6.6" east and 7' 2.5" north of   the core of M31.
TSS J004420.7+412311 was not detected in ROTSE-IIIb   data from October
10.15 UT (limiting mag about 17.3). A finding chart   for the transient
