John greaves commented on this object and showed us many information
in details. Thank you, John!

I also researched the past Digitized Sky Surve POSS-I / POSS-II plates
using:

  USNO Flagstaff Station Integrated Image and Catalogue Archive Service
  http://www.nofs.navy.mil/data/FchPix/cfra.html

I selected one star with similar brightness around the quasar in each
plate. Here is the list with the magnitude in the USNO-A2.0 catalog.

The quasar has been alwasy so faint as around 18 mag until 1992.
But at least two small outbursts were recorded in 1993 and 1995 up to
15.5-16 mag. 

However, the quasar was much brighter in the MISAO Project images on
2007 November 11 than any DSS plates above. The quasar was as bright
as a 14-mag star in the USNO-A2.0 catalog.

So it can be an extraordinary great, brightest outburst of this
quasar. 

But John Greaves commented that the CMC14 and UCAC2 catalogs suggest
this quasar could be about 14-15 mag at their observations, in 2000 or
later. 

So maybe this quasar became much more active after 2000 than before.
