[vsnet-grb-info 1863] GCN/Swift-BAT_POS Retraction filtering fixed

RE:  The Filtering on Swift-BAT_POSITION Retractions is fixed

The mistake in the GCN Notices filtering code (GCN Circ 3692) that blocked
the Retraction Notice on Swift-BAT Trigger 147918 has been fixed.

The problem arose from the filtering code blocking distribution of the 
Retraction Notice to those sites with Trigger_ID enable, because the Retraction
(obviously) had the Definitely_not_grb flag set.  Now the filtering code
overrides the Trigger_ID blocking filtering for those BAT_Position Notices
that have the Retraction flag set.  This means that all the sites that got
the original BAT_POS Notice will now also get the Retraction Notice.

The format of the full-email format BAT_POS Notice was also changed.
The string "_RETRACTION" now appears in the subject-line of the email
(in addition to appearing in the NOTICE_TYPE-line in the body of the  email).
This addition makes in completely symmetric with the various pager/cellphone
formats; and it make the retraction more noticable in your email inboxes.

We apologize for the ~15 sites that did not get the recent (and previous)
Swift-BAT_POS Retraction Notices.
