located in SAAO was starting survey on the Antares neutrino
Alert180713.02 error-box (ra=07 53 16 dec=-44 19 01 r=1.8312) 7 days
15734 sec after notice time and 7 days 15755 sec after trigger time at
2018-07-21 16:44:30 UT. The 5-sigma upper limit on our second (180s
exposure) set is about 17.2 mag
