  inspection 4270s after trigger time at 2019-10-28 15:19:14 UT

MASTER-Kislovodsk robotic telescope located in Russia (Lomonosov MSU, Kislovodsk Solar Station of Pulkovo observatory)
started inspect of the FERMI GRB191028.59 (trigger No 593964489) errorbox 
4270 sec after trigger time at 2019-10-28 15:19:14 UT, with upper limit up to  20.2 mag.
Observations started at twilight.  The observations began at zenith distance = 31 deg. The sun  altitude  is -13.3 deg.

MASTER-Tavrida robotic telescope  located in Russia (Lomonosov MSU, SAI Crimea astronomical station)
started inspect of the FERMI GRB191028.59 errorbox  6020 sec after trigger time at 2019-10-28 15:48:24 UT
  with upper limit up to  19.3 mag. Observations started at twilight.
The observations began at zenith distance = 31 deg. The sun  altitude  is -12.9 deg.

MASTER-Tunka robotic telescope  located in Russia (Applied Physics Institute, Irkutsk State University)
started inspect of the FERMI GRB191028.59 errorbox  13498 sec after trigger time at 2019-10-28 17:53:02UT
with upper limit up to  15.9 mag.
The observations began at zenith distance = 55 deg. The sun  altitude  is -50.0 deg.

MASTER-IAC robotic telescope  located in Spain (IAC Teide Observatory)
started inspect of the FERMI GRB191028.59 errorbox  26797 sec after trigger time at 2019-10-28 21:34:41 UT,
with upper limit up to  19.2 mag. 
The observations began at zenith distance = 54 deg. The sun  altitude  was -43.0 deg.

Error-box center's galactic latitude b = -60 deg., longitude l = 98 deg.

We obtained a following upper limits.
