GCN IS BACK ON-LINE

(This is going to all Notices & Circulars customers -- apologies for duplicates.)

The GCN System (both Notices and Circulars) was off-line for 40 min
(14:00 to 14:40 UT) to do the switch-over to the new NASA-security-mandated OpSys.
Both Notices and Circulars are back on line and waiting for bursts.
