[vsnet-grb 10584] Swift-XRT_Position Flux units change

RE:  Change of Swift-XRT flux units
DT:  12 Nov 05

XRT UNITS CHANGE:
The Swift-XRT team is changing their flight s/w so that the "intensity" field
in the XRT_POSITION message will contain an approximate flux value
in ergs/cm2/sec units (instead of the old "arbitrary" units).

WHICH DISTRIBUTIONS CHANGE:
This change affects the following distribution formats:
the socket_site packets,
the full-format email Notices,
the normal format pager email Notices,  and
the subjectHH:MM format pager email Notice.
It does not affect the subject format pager email Notice.
It does not affect any of the other Swift-based notice types,
nor any of the other mission-based notice types.

START DATE:
This change will take effect on 15 Nov 05.

EMAIL FORMAT CHANGE EXAMPLE:
This is the current format:`
    GRB_INTEN:       7183.02 [arb]
This is the new format:
    GRB_INTEN:       1.23e-12 [erg/cm2/sec]
