RE: The HAWC_BURST_MONITOR and ICECUBE_ASTROTRACK_GOLD/_BRONZE notice types have been added

INTRODUCTION:
The GCN system has been modified to incorporate the distribution
of three new Notice Types from AMON; two from neutrino detections by IceCube,
and one from the HAWC instrument detecting high-energy bursts of gamma-rays.
The new IceCube notices are called ICECUBE_ASTROTRACK_GOLD and ICECUBE_ASTROTRACK_BRONZE,
and they will be replacing the AMON_ICECUBE_EHE and AMON_ICECUBE_HESE notice types.
AMON will no longer be producing AMON_ICECUBE_EHE and AMON_ICECUBE_HESE notices,
and will only produce ICECUBE_ASTROTRACK_GOLD and ICECUBE_ASTROTRACK_BRONZE.
The HAWC_BURST_MONITOR notice type is new (it is not replacing anything).
Like all the other sources of GRB information within the GCN system,
users can elect to receive (or not) each of these three Notices.

DISTRIBUTION METHODS:
This notice type (like all the other types in GCN) is available by all the
socket-based (160-byte binary and voevent XML) and email-based distribution methods.
CONTENT and FORMATS:
This notice type contains: the trigger number, the date & time of the trigger,
and parameters like 'energy', 'signalness', and 'far' for the GOLD and BRONZE.
The HAWC_BURST_MONITOR has 'far', 'pvalue', and 'delta_T'.

for the details of these fields (the socket document is still valid when
defining/explaining the various fields in a notice independant of the distribution media/protocol.
The ICECUBE_ASTROTRACK_GOLD and _BRONZE Notice is type=173 and =174. And HAWC_BURST is type=171.
FILTERING:
Sites can elect to receive each of these 3 new Notice types.

This filtering applies to all the existing distribution
methods/media (socket-based, email-based, and voevent-based).
OBSERVING STRATEGY:
The IceCube detector has 4pi coverage of the sky and almost 100% up-time,
which means that its alerts can be used to trigger telescopes around the globe
in real-time. In particular, GOLD and BRONZE streams have all-sky coverage.
The HAWC instrument has an instantaneous FoV of 2 sr. During the course of a 24 hour day,
it covers 2/3 of the entire 4pi sky.
TEST NOTICES:
There are no test_notice versions for these 3 types.
RETRACTIONS:
Currently, there is no retraction form of these 3 types (but there may be retraction
capability in the future).
