RE:  AMON NU_EM_COINC Notice type is available

INTRODUCTION:
The GCN system has been modified to incorporate the distribution
of the AMON_NU_EM_COINC (Extreme High Energy) Notice type. 
The NU_EM_COINC notice is due to a coincidence of high-energy neutrino data and
high-energy electromagnetic data.
Like all the other sources of transient information within the GCN system,
users can elect to receive this AMON_NU_EM_COINC Notice type.

OCCURRENCE RATE:
There will be about 4-8 AMON_NU_EM_COINC Notices per year.

TIME DELAY:
The time delays for this notice type will range from 3 to 7 hours from the event.
The delay depends on the latency of the data from the EM observatories (HAWC and Fermi).

LOCATION ERROR:
The location uncertainties are in the 0.2-0.1 deg range (radius, stat only,
50% containment and 90% containment).
It is a combination of the neutrino uncertainaty and the EM uncertainty.
The uncertainty and position are found after maximizing the best likelihood
of the coincidence given the data.

NOTICE TYPE, CONTENT, and PURPOSE:
This notice type contains a discovery of a temporal and spatial coincidence
of high-energy ( ~ TeV) neutrinos from the IceCube or the ANTARES detector
and  high energy gamma-ray data from HAWC (100 GeV - 100 TeV) or
from Fermi (100MeV - 100 GeV).  These can be caused by Supernova, GRBs,
GW Binary mergers, other astrophysical transients, and sometimes background.
The Notices contain the date, time, trigger number, and the FAR.
It contains the RA, Dec location of the best-combined direction from the neutrino
and gamma-ray events.
