RE: LVC EARLY WARNING Notice type is available

The LVC is now producing a new notice type. They are adding the LVC_EARLY_WARNING
to the already available LVC_PRELIMINARY, LVC_INITIAL, LVC_UPDATE, and LVC_RETRACTION types.
Like all GCN Notices, this new type is available via the socket, email, and voevent methods.
And the voevent format is available via the 8 voevent servers as vetted or anonimous connection.
Briefly, this notice type is now the earliest in the time sequence of LVC notices
for for L-V GW events. Please see LVC User's Guide at https://emfollow.docs.ligo.org/ (ver 16).
L-V will be producing this notice type in a week-long experiment run starting ~ June 9th.
If you want to receive this notice new type, please return this email with a simple statement
something like "Yes, I want this new type" (along with the attached copy of your current configuration
which is how I will identify you). And your configuration will have the LVC_EARLY_WARNING
added to list of notice types you receive.
