The state looks like to be referred to as inactive rather than
a standstill. The mean magnitude is comparable to those in other
seasons.

Similar inactive states were observed in 2005 (no outburst),
2003 (a few major outbursts), while the system had more outburst
in 2006 and 2004. In 2006 (July-Sep), the typical outburst cycle
length was 20 d (short standstill-like states were also present
outside this outbursting state).

There was also a relatively bright outburst on 2007 Feb 22
(mag 11.1).

The lack of outbursts in 2005 was documented in "VSNET Weekly
Campaign Summary"

http://ooruri.kusastro.kyoto-u.ac.jp/pipermail/vsnet-campaign-news/2005-September/000011.html

V426 Oph (RA = 18h07m51s.71, Dec = +05d51'48".5)

    T. Kato reported that the ASAS-3 data in 2005 did not record any
significant outburst of V426 Oph. This object may have been
exceptionally calm during the past two years
  (vsnet-campaign-dn 4533).

[Well, this summary was very well informative, and please have a
look through. Resumption of this "VSNET Weekly Campaign Summary"
by Uemura-san is appreciated]
