Dear all,
I can confirm the ourburst, the star is about V=10.84. Using a remote operable Rent-A-Scope (New Mexico, USA) 30 cm Mewlon telescope and FLI Dream Machine CCD I took B, V and Rc filtered images of the target.
Here my differental photometry using GSC 470:857 (ASAS V-band mag: 10.99, Equatorial 2000: 19h 05m 41s +05°12'35") as reference:

Grzegorz Pojmanski, Warsaw University Astronomical Observatory reports:
ASAS3V instrument of The All Sky Automated Survey (telephoto lens 180/2.8,
diameter 65mm + CCD + Johnsons V filter, 3 minute exposures, pixel size
14.8 arcsec, rms astrometric accuracy - 4 arcsec)
has detected outburst of an ipreviously unobserved object (nova, dwarf nova?)
at RA = 19h 05m 12s DEC = +05d 14'.2
which is located close to the following USNO-B1 star:

which is hardly visible on the DSS images.
