This I think should be should be V730 Cep.

This object has been varying between 12.5-14.0 for
nearly two years now.  The last time it was faint (15.0)
was September 2007.

be interesting to see if this represents the start of a fading episode as 
described by Uemura, M., Kato, T., Ishioka, R., et al. 2004
