[vsnet-alert 15602] New bright CV in Hercules

MASTER-Amur has detected new bright optical transient (14.2m) which is
identical to a previously unidentified EINSTEIN (HEAO 2) X-ray source
2E 1756.8+1451 (2E 3986). The discovery was just published in
Astronomer's Telegram ATel #4970,
