MASTER-Amur has detected an outburst of this UGSU-type dwarf nova:

V1113 Cyg
  20140224.871 14.34C MASTER-Amur
  20140224.874 14.32C MASTER-Amur

An analysis of outbursts from 1994-2001 data was given by Taichi Kato
in IBVS 5110 (9 Jine 2001), see
<http://www.konkoly.hu/cgi-bin/IBVS?5110>. The average interval
between superoutbursts is 189.8d with only two normal outbursts per
supercycle.

AAVSO database has quite a good coverage recently. However, the
magnitude 9.8 during the last outburst on 2013 Jan. 26 is probably
wrong. Checking the observations by Etienne Morelle at
http://etmor.free.fr/observations/2013/LP/01/ shows that the image on
20130126.164 UT is effectively blank:
http://etmor.free.fr/observations/2013/LP/01/images/v1113_cyg-c-26204-t.html

However, the outburst itself was definitely real, as shown by archival
MASTER data from the last year:
  20130127.864 13.58C MASTER-Amur
  20130127.895 13.25C MASTER-Amur
  20130202.874 14.15C MASTER-Amur
  20130202.907 14.06C MASTER-Amur

IDs, coordinates and magnitudes from USNO catalogues:
USNO-A2.0 1425-09649928 (19 22 42.05 +52 44 00.1 R=18.4 B=17.9)
USNO-B1.0 1427-0378199 (19 22 42.002 +52 43 59.67 pmRA=0 pmDE=0
B1=18.70 R1=18.88 B2=18.66 R2=18.91 I=18.40)
